The Procurement & Tender Department is the centralized purchasing & tender section of PTP. The Department is responsible for the purchasing of a wide range of products and services used by the port and the processing of tenders for projects within the port.

All purchasing activity to be carried out in a consistent manner with the highest professional, ethical, moral and legal standards.

The company prohibits employees from accepting gifts in any form, including hampers, bottles of spirits, payments, gift vouchers or any other merchandise from anyone soliciting business from PTP. The same rule applies to extravagant entertainment, accommodation and travel facilities.

Procurement Policy


Value for money is the core principal of PTP underpinning PTP Procurement. In a Procurement Process this principal requires a comparative analysis of all relevant costs and benefits of each proposal through out the whole procurement cycle. Value for money is enhanced in PTP Procurement by:

  • Encouraging competition by ensuring non-discrimination in procurement and using competitive procurement processes;
  • Promoting the use of resources in an efficient, effective and ethical manner;
  • Making decisions in an accountable and transparent manner.

Pricing

  • All pricing are quoted in Malaysian Ringgit.•Unit prices must be quoted, extended as required to give a totalprice for each line item and grand total.

Delivery Schedule

  • Supplier must meet PTP’sdelivery schedule.

Terms of Payment

  • Payment will be made within 60 days credit terms provided all required documentations are in order.

Quotation/Tender validity

  • All quotation/tender shall remain valid and open for acceptance for a period of between 30 –180 days from the tender closing date.

Deviations/Exceptions

  • Any deviations/exceptions from the original requirements proposed by vendors/suppliers are subjected to PTP’sacceptance.

Warranty/Guarantee

  • Vendor/Supplier shall warrant all materials, equipment, machinery, assemblies & fabrication for 24 months from taking over of the equipment or 12 months from the date of acceptance or whichever is applicable.
  • Liquidated Damages•Liquidated damages of 1% per day up to a maximum of 10% of contract amount will be imposed for delay in delivery.
  • Tender Bond•Tender bond amount of 2% of the estimated contract value is required to be deposited for any contracts exceeding RM 200,000.

Tender documentation fee

  • Min RM200K -RM 10mil-0.03% of estimated contract value
  • Next RM 40mil-0.02% of estimated contract value
  • RM 50mil and above-0.01% of estimated contract value

Submission of Tenders

  • All quotations/tenders must be submitted through tender box located at Procurement Office, on or before the tender closing date.

Opening Tenders

  • Tenders will be opened by tender opening committee.

Evaluation of tender

  • Each tender will be evaluated by the tender evaluation committee.

Clarification Meetings

  • The clarification meetings will be held as and when required to confirm any technical or commercial issues

Communication with Tenderers

  • Communication on any clarification must be done in writing through authorized representatives from the Tenderersand PTP
top

Award of Contracts

  • Successful tendererwill be notified on the award of contract through Letter of Award followed by the execution of the contract.
  • Unsuccessful tendererswill be officially notified with return of the Tender Bond.
